County Resolution 2013-020 established the Jefferson County Capital Improvement Fund for the purpose of creating a multi-year capital improvement plan. Monies in the fund may be used to finance any public improvement set forth in the adopted plan including the repair, restoration and rehabilitation of existing public facilities. Monies placed in the fund can come from tax levies or from transfers from operating budgets, subject to Kansas law. Resolution 2018-011 established procedures for the capital improvement plan. One of the requirements of Resolution 2018-011 was that the adopted project plan must be published annually on the county website. On August 5th, 2019 the Commissioners adopted the 2019 plan.
